I see a 100-download minimum causing way more problems than solutions, partly because this would heavily weigh Misao eligibility towards games that get released in January or February, and less towards games that are released towards the end of the year which haven't had enough time to garner attention. Then people will just stop releasing games after September or so and we'll end up with winter content droughts.

Also, as depressing as this might sound, a game getting 100 downloads is an increasingly difficult goal these days. And it could lead to devs finding ways to artificially inflate their download count, which would lead to age-old buzz farming.
It's not a game with a 100 downloads. it's a game below 100 downloads that's eligible for this award.
If the game has 1 download, it's eligible,
if the game has 99 downloads, it's eligible.

BeetleNinja currently has only 86 downloads since it's release on October 14th 2020.

[RMVX ACE]Alternative to so many conditional branches

I don't know if this helps, but instead of:

Conditional Branch: Guy has Neato Sword
Stuff
End
Conditional Branch: Guy has Rad Axe
Stuff
End
Conditional Branch: Guy has Cool Knife
Stuff
End

You can do Conditional Branch: Script Call and do something like this

(CONDITION 1) || (CONDITION 2) || (CONDITION 3)

The "||" operand stands for "OR" and is basically a way of getting around RPG Maker's conditional branches not having boolean logic. So if you wanted to check if Actor 1 has any of Weapons 3, 4, or 5 equipped you can do something like this in one conditional instead of having 3 separate ones:

$game_actors[1].equips[0] == $data_weapons[3] || 
$game_actors[1].equips[0] == $data_weapons[4] ||
$game_actors[1].equips[0] == $data_weapons[5]

(and on the "hire someone to fix stuff" front, is there no active web dev currently on staff? I definitely think there would be people in the community willing to volunteer for this sort of stuff, without having to dip into the server fund)

Ultimately I feel it really does come down to finding a way of getting new features added to RMN itself. Or else we'll end up in the same cycle of "discuss how to improve the site but don't change anything because we can't" that we've been stuck in for a few years now. I know I probably sound naive for it and I know we can't just snap a finger and get a coder on board, but I'm feeling like it's about time to explore that option.
